Pokhara, 7 December| The newly formed Madhesh Provincial Government has annulled all decisions made by the previous CPN-UML-led government between November 8 and December 2 (Kartik 23 to Mansir 17). The decision was taken during a Provincial Cabinet meeting held on Sunday, reversing all resolutions made by the former cabinet, which was constituted under Article 103 of the Constitution. The former Chief Minister, who was appointed under Article 168(3) as the leader of the largest party, had made several significant decisions, including appointments and employee transfers, even after the Supreme Court’s mandamus on November 30 (Mangsir 15).
The Cabinet resolution specifically nullified “all decisions related to transfers, deputations, changes in responsibilities, and assignment of additional responsibilities made during the Cabinet meetings held from 2082/07/23 to 2082/08/17.” In another key decision, the government appointed Jay Kumar Ghimire, Provincial Secretary of the Ministry of Industry, Commerce, and Tourism, as the acting Chief Secretary of the Chief Minister and Council of Ministers’ Office, granting him administrative and financial authority until further notice. Furthermore, the government resolved to continue providing financial assistance for medical treatment to patients with severe illnesses (cancer, kidney, heart disease, etc.). Given the high risk of disasters like floods, inundation, fire, and the onset of the cold wave, the Cabinet also decided to enhance preparedness, search, rescue, relief, and rehabilitation efforts to mitigate potential loss of life and property.
