Pokhara, 16 February | In a significant move to ensure a free, fair, and disciplined electoral process, the Election Commission of Nepal issued a comprehensive 64-point directive on Sunday for the upcoming House of Representatives election scheduled for March 5 (Falgun 21). According to the directive, political parties and independent candidates are permitted to conduct formal campaign activities, including rallies, mass meetings, corner meetings, and door-to-door visits, only within a 15-day window starting from February 16 (Falgun 4) to March 2 (Falgun 18). Following the conclusion of this period, a 48-hour silent period will commence, during which all forms of electioneering, including the publication or broadcasting of campaign materials and engagement on social media platforms, are strictly prohibited to allow voters a period of quiet reflection.

The Commission has placed stringent restrictions on the nature of campaigning to maintain public order and integrity. The directive explicitly forbids the display of weapons or explosives, as well as any attempts to intimidate, threaten, or socially boycott voters. To curb financial malpractice, the Commission has prohibited the distribution of gifts, rewards, cash, or the organization of public feasts during the election period. For physical publicity, candidates are limited to using single-color flyers of no more than 300 square inches on paper weighing up to 75 grams, while wall paintings, posters, banners, and digital displays are entirely banned. Furthermore, any financial contribution exceeding Rs 25,000 must be managed through a dedicated bank account, and a detailed expenditure report must be submitted within 35 days of the final result announcement. Strict media guidelines have also been established, limiting radio and television advertisements to one minute per slot and a maximum of four broadcasts per day. The Commission has urged local administrations and security agencies to remain vigilant against the misuse of public resources and to strictly enforce the code of conduct.
