Pokhara, 19 March| The second day of the orientation program for lawmakers of the Rastriya Swatantra Party (RSP) commenced on Wednesday with a session of yoga and meditation, setting a reflective tone for a day packed with policy-focused discussions. The program, which began on Tuesday at Hotel Tulip in Lalitpur, aims to strengthen the institutional and practical understanding of Members of Parliament elected through both direct and proportional representation systems.

According to party officials, the orientation is designed to equip lawmakers with a comprehensive understanding of Nepal’s constitutional framework, parliamentary procedures, legislative processes, and the mechanics of policy formulation. It also emphasizes governance standards such as transparency, accountability, and ethical conduct, which are considered essential for effective public representation. The initiative reflects an effort by the party to develop a unified perspective among its lawmakers while enhancing their ability to engage constructively with constituents.

As per the scheduled agenda for the second day, former secretary Dr. Toya Narayan Gyawali delivered a session on government operations, with a specific focus on planning and budget formulation processes. This was followed by another session led by former secretary Pratap Kumar Pathak, who spoke on the concept and practice of good governance. These sessions provided both theoretical insights and practical perspectives, helping lawmakers better understand the administrative and policy environment.

Later in the program, General Secretary Kabindra Burlakoti and central member RK Dhungana addressed the relationship between the party and its lawmakers. Their discussion covered the evolving role of MPs in fostering a new political culture, along with key aspects such as code of conduct and minimum commitments expected from elected representatives. Lawmakers also participated in group exercises focused on setting agenda priorities, encouraging collaborative thinking and structured policy engagement.

The closing session, scheduled for midday, includes facilitation by Pratibha Rawal and Manish Jha, who will guide presentations on agenda prioritization. On behalf of the participants, Gen-Z lawmakers Prashant Upreti and Khima Bik are expected to deliver concluding remarks. The program will formally conclude with a closing address by party अध्यक्ष Rabi Lamichhane, who will outline the party’s strategic direction, vision, and policy priorities. The orientation is set to end with a lunch session at 1 PM, marking the completion of a structured effort to enhance the effectiveness and cohesion of RSP lawmakers.
